Executive Board Members:
Donna Singbeil: President, Newsletter Committee and National Relations
Donna is the Chapter President of the board of Canadian Condominium Institute North Saskatchewan Chapter and is currently Co-Chair of the CCI National Council (which represents 17 CCI Chapters across Canada). She has previously sat on the Sask. Justice Advisory Committee regarding the 2014 amendments to the Saskatchewan Condominium Property Act and frequently speaks about condominium issues at local and National seminars. She also works with the SKLA Board and CFMH organizations locally. She is eager to help clients efficiently manage their properties and condo owners better understand condo legislation and regulations. Donna has worked as a licensed property manager for over 25 years in various positions in Saskatoon. She has extensive experience with condominium development and a paralegal background in Corporate and Real Estate law and as a Notary Public.
Gavin Little: Vice President and Education Committee
Gavin Little is a Client Executive with BFL CANADA Insurance Services Inc. Gavin began his insurance career in 2013 in Edmonton. He is a graduate of Macewan University’s Insurance and Risk Management program, which is one of the strongest in the country. Prior to this Gavin was a professional volleyball player and spent time playing in Finland, Holland, Germany and Switzerland. Gavin’s career began with a global firm specializing in large, complex multinational risks. It did not take long for Gavin to shine and he was promoted to Client Executive within his first year of entering the industry. His specialties lie in large commercial property and multi-family housing.

Devin Baker: Membership Relations & Communications Committee
Devin Baker is an active board member with the North Saskatchewan Chapter of the Canadian Condominium Institute, holding positions on the board since 2010. Devin has had various roles with the organization chairing committees such as Membership Relations & Communications Committee as well as Education and Newsletter committees. Devin looks to support the condominium market where possible as well as stay current with changes and advancements in the condominium world. Professionally Devin is the Manager of Business Development for Suncorp Valuations. He works with a team of approximately 100 staff across Canada and the US supporting the condominium market with Insurance Valuations and Reserve Fund Studies.
Adrian Breitwieser: Member at Large
Adrian Breitwieser is a Capital Planning Specialist working with Entuitive Corporation based out of Calgary delivering assessments for a broad range of project types. With 13 years of experience as a Condominium Manager, Adrian has an intimate knowledge of all aspects related to residential and commercial condominiums including building systems, governance, operating and reserve fund budgeting, and insurance to name a few. Adrian is a Board Member with CCI-N.Saskatchewan and CCI-S.Alberta as well as being the C-Chair of the CCI-National Marketing/Communications Committee and a member of the CCI-National BPIR Committee. His operational experience covers project delivery from start to finish including initial Building Condition Assessments and performance failure investigations; Reserve Fund Studies; Capital Replacement Studies; Building Exterior Visual Assessments (BEVA); Technical Audits; recommendations for restoration and renewal of building envelope systems; and facilitate project administration tasks.
Leah Chambers: Member at Large
Leah Chambers is the owner of GoldLeaf Property Management, specializing in condominium management throughout Saskatchewan from their base in Saskatoon. They also serve on the CCI National Executive Board, contributing to industry best practices while focusing on maintaining quality and value in condominium management.
Elaine Farbacher-Pegg: Education Committee
Elaine Farbacher-Pegg has been an Insurance Broker now for 41 years and started her career in Yorkton and moved all over Canada for 16 years as she followed her husband who was in the military. In 2001 her husband retired from the military and her family moved back to Saskatchewan and she has worked at Rayner Agencies Ltd for the last 17 years as a Commercial Broker and has a lot of knowledge in Condominium Insurance. Elaine has sat on the CCI North Saskatchewan Board and has held numerous of positions for the last 16 years and enjoyed every minute of it. Her family loves spending time at their cabin at Nemeiben Lake in Northern Saskatchewan.
Tara Franks: Member at Large
Tara Franks has dedicated over 25 years to the real estate industry. For the past nine years, she has been with ICR, where she serves as a Senior Residential Property Manager specializing in condominium properties. Tara previously owned and managed a range of rental properties, including multi-unit dwellings, and her entrepreneurial experience includes owning and operating a local franchise restaurant. In addition to her career in real estate, Tara holds a Bachelor of Social Work. Her passion for community involvement is evident in her work with non-profit organizations and her participation on various community boards. She is enthusiastic about continuing to make a positive impact in her role and exploring new ways to contribute to both her clients and her community.
Daniel Katzman: Education Committee
Daniel Katzman is a lawyer with Scharfstein LLP. and was called to the Bar in 2019. He maintains an open practice, focussing on Condominium Law and associated topics. He has been a member of the Board for CCI North Saskatchewan since 2021, and recently joined the Education Committee. He has presented for CCI North Saskatchewan and CCI South Saskatchewan, as well as writing many articles for both CCI Saskatchewan and CCI National. He enjoys the many opportunities and challenges posed by Condominiums, and looks forward to being involved with CCI for many years to come.
Sharon Siuksteris: Education Committee
Sharon has worked in health care for over 25 years as a Food Service Manager. She completed her under graduate degree at Toronto Metropolitan University (formerly Ryerson University) and a dietetic internship at the Health Sciences Center in Winnipeg, Manitoba. This is where her family called home for 15 years before settling in Saskatoon. She has three adult children and one grandson who all keep her young. While working and raising three children, she obtained her certificate in adult education. She has recently retired and spends her time involved with activities and organizations where she feels that she can make a difference. She has served on her condo board for 5 years and a board member for CCI North Chapter for the last two years. She currently is the chair of the Education committee for the North Saskatchewan chapter. She knows there is still lots to learn and looks forward to new challenges and endeavors that lay ahead.
Kevin Skauge: Membership Relations
Kevin has been a long time member of the CCI North Saskatchewan chapter. His original term was 2012 - 2015. He has returned to the board since February 2020. Kevin brings industry experience as the previous CEO of the Australian Institute of Building Surveyors, District General Manager with First on Site restoration as well as direct property management and property maintenance experience and expertise in Saskatoon. Building relationships is one of Kevin’s key philosophies as well as serving our condominium network with practical hands on experience.

Education Committee:
To provide peer-to-peer education opportunities to enhance the development and understanding of condominium governance, management and current issues in accordance with the Canadian Condominium Institute, North Saskatchewan chapter and National chapter.
Membership Committee:
CCI North Saskatchewan Membership Committee’s role is to connect and grow our members and industry partners through education and advocacy.
The roles are to ensure membership is maintained and increased overtime via:
- Initiatives for increased public awareness of CCI such as advertising, marketing, etc.
- Endeavour to track membership changes and categorize these changes as a function of perceived value so as to ensure value is maintained and improved.
- Recognizing and refining membership market pools and attempting to target these via current members and via other means.
Communications Committee:
CCI North Saskatchewan Communications committee’s role is to ensure our members and industry partners are aware of industry information as well as education and advocacy efforts in the condominium market through a variety of mediums that align with users.
The roles are to ensure communication is completed through:
- Managing updates to the website and other social media platforms.
- Tracking and managing communication from the website and social media platforms.
- Monitoring and managing lead generation through our website and social media.
- Reviewing articles for our newsletter.
- Managing outbound communication and public statements.
